Our History:
The InterTribal Bison Council dates back to February of 1991. Given only a four day notice, nineteen tribes gathered from the north, south, east and west to attend. These tribes met despite the harsh winter, because they believed in the higher purpose of the meeting: to establish a tribal council at long last. Attendees included tribal representatives from the majority of Indian reservations throughout all of South Dakota. Some came as far as Montana, including the the Crow, Shoshone-Bannock, Gros Assinoboine, Blackfeet Nations. Pueblo tribes from New Mexico attended, as well as the Winnebago tribes from Nebraska and Montana. The Choctaw Nation of Oklahoma attended, and the tribes of the Round Valley of California. Some of these tribes had a sordid history, but now we were all uniting for a common purpose.
The American Buffalo
One animal that has historically and currently held a grand and spiritual meaning for the native American people is the buffalo, also know as the bison. To Native Americans, the buffalo represents their determined spirit. It also serves a reminder of how we all once lived, with freedom and in harmony with nature. It wasn’t until the 1800s that the white-man realized the reliance the Native Americans held with the buffalo. Upon this realization, the white-man began to destroy the buffalo to try to dominate the peaceful tribal nations. This lead to the mass slaughtering of sixty million bison. Soon, there were only a couple hundred buffalo remaining.
The Time of the Mourning of the Buffalo
Life without the buffalo was inconceivable for the Indian people. Our spirit, along with that of the buffalo, suffered a huge loss. It was that time, the time of the mourning of the buffalo, that the tribes began to sign land agreement treaties with the U.S. Government. These treaties were a last-ditch attempt of protecting the land that the buffalo and the Indians had lived on for centuries for future generations. This treaties did more to disrupt the free lifestyle of the Indian people more than any other policy ever enacted in our history.
To re-populate the lands with buffalo would be a huge step to giving hope back to the Indian people. This is where the InterTribal Bison Council steps in. This council understands the importance re-establishing the buffalo in tribal lands will have to the native Americans.
Although some Indian tribals have been producing and selling buffalo for both subsistence and cultural use, these activities have not been collaborative. A collaboration between tribes is necessary to re-instill hope in the tribal peoples at large.
The InterTribal Bison Council was formed before the Indian Tribal Council in 1990. Its purpose was to organize and help tribes in re-introducing the buffalo to Indian lands. In February of 1991, a meeting in the South Dakota, organized by the Tribal Indian Fish and Wildlife Society was an important step in re-instating the buffalo. Re-introducing the buffalo was not only wanted, it was necessary.
Along with the hard work and dedication of the Society, the federal government gave funding to the tribal buffalo programs in June of 1991. This funding gave new hope that one day, the sacred relationship between Native Americans and the the Buffalo would not only be retained, but would flourish.
In December of 1991, the Tribal Council convened another meeting. This meeting was to discuss just how this money would be used. Each tribal representative was able to speak about their plans and desires for the bison herds to increase and turn into successful and flourishing populations.
In April 1992, Indian representatives came together in Albuquerque, New Mexico. It was during this meeting that the InterTribal Bison Cooperative (ITBC) was officially recognized as an Indian Tribal organization. Officers were voted on and elected and the arduous process to develop membership criteria and by-laws was a five month long process.
Finally, five months later in Septembe, the ITBC was officially made a part of Colorado. The following summer, ITBC got an officially headquarters in Rapid City, South Dakota. The council had once again returned to the Sacred Black Hills.
Today, ITBC has a representation of 42 tribes, and most importantly, a herd of over 8,000 buffalo. The ITBC is open to new membership
